The Property Safety Enhancement Program is a CRA incentive that helps commercial property owners, business tenants, and nonprofit organizations invest in safety and security improvements that enhance the Sistrunk commercial corridor. The program is designed to support corridor revitalization efforts by improving property safety, deterring crime, and encouraging continued investment within the Northwest–Progresso–Flagler Heights CRA.
Eligibility Requirements
To qualify, applicants must meet the following criteria:
- The property must be located within a commercial business corridor in the NPF CRA area.
- The applicant must be a commercial property owner, business tenant, or qualifying community-serving nonprofit organization.
- Business tenants must obtain written authorization from the property owner.
- The business must maintain a current City of Fort Lauderdale Business Tax Receipt.
- The property and/or business must have no outstanding code violations or open code enforcement cases at the time of application.
- Applicants must participate in a pre-screening safety assessment conducted in coordination with the Fort Lauderdale Police Department.
- Final eligibility determinations will be made by CRA staff based on program criteria and the relationship of the proposed improvements to corridor safety and revitalization goals.
Eligible Improvements
Eligible improvements include:
- Access control systems, including key cards, pin codes, and biometric entry systems
- Intrusion detection systems, including motion sensors and alarm systems
- Closed-circuit television (CCTV) surveillance systems
- Fencing, locks, gates, and reinforced doors
- Hurricane impact-resistant windows and doors
- Exterior and perimeter lighting, including motion-activated and parking lot lighting
- Fire safety systems, signage, alarms, sprinkler systems, and panic buttons
- Emergency communication systems
- CPTED-based landscape and environmental design improvements intended to enhance visibility, access control, and overall property safety
Additional safety improvements may be considered at the discretion of the CRA if they support the program’s safety and security objectives.
Funding & Payment Information
Funding assistance is provided as a reimbursement after approved improvements are completed.
- Projects with total improvement costs under $13,333.33 may receive funding assistance of up to $7,500.
- Projects with total improvement costs of $13,333.33 or more may receive funding assistance of up to $10,000.
Applicants are responsible for paying contractors directly. Reimbursement is issued after approved work is completed, all required permits and inspections are finalized, proof of payment is submitted, and CRA staff conducts a final inspection.
Work started or completed prior to written CRA approval and execution of the funding agreement is not eligible for reimbursement.
Funding is limited and available on a first-qualified, first-served basis, subject to CRA funding availability.
